"USING E-LEARNING IN THE DIGITAL TRANSFORMATION OF AN ITALIAN PUBLIC ADMINISTRATION"
Abstract: “This paper presents a case study of using a Learning Management System and SCORM-based material in order to introduce companies to innovative practices, specifically the use of the Digital Signature and the Certified Electronic email. These two innovations, together with others, have recently become mandatory when enterprises will have to interact with the Italian Public Administration. This is an important push towards innovation through dematerialization processes, but it involves millions of citizens and companies. An enormous training effort is therefore needed to allow the Italian economic system to be aligned with these innovations. The latest example is the electronic invoice, that is mandatory in B2G since 31st of march 2015: no payments will be made by the Italian Public Administration to Italian companies if the invoice will not be created as an electronically-signed, XML based file. This paper presents our experience in the design, creation and delivery of distance learning”
