1. WHETHER REGIONAL DISPARITY AFFECT THE EFFICIENCY OF UNIVERSITIES IN S RI LANKA?

Abstract: In Sri Lanka annually millions of funds allocate from the Government budget to the universities in Sri Lanka to ensure quality higher education system. There are 15 universities were established and functioned under the apex body of University Grants Commission (UGC). The general concern that university’s prestige depends on their teaching and research activates rather than the other facilities. However, in Sri Lanka there is an ongoing debate that efficiency of some universities are affected by regional disparity, location or size. In this study we focus on measuring efficiency of all state universities in Sri Lanka using Data Envelpment Analysis (DEA). Further analysis focused on the degree of efficiency by regional disparity or the size of the university.

2. DETERMINANTS OF KNOWLEDGE-BASED HUMAN CAPITAL IN ASEAN FIVE PLUS THREE COUNTRIES

Abstract: Develop towards a knowledge-based economy is extremely important for the ASEAN five plus three countries, since the countries face challenges at the global fronts and technological changes; the rules of competition have changed. A country’s competitive advantage is no longer dependent solely on factors such as labor, land and natural resources, but on its potential to produce, acquire, utilize and disseminate knowledge. Thus, this is essentially a shift from economic development based on resources to development based on knowledge where human capital (consequently education) emerges as crucial public policy themes for creating wealth and increasing the quality of life. This paper attempts to identify the determinants of knowledge-based human capital in ASEAN five plus three countries. 3. ISSUES AND CHALLENGES OF HALAL IMPLEMENTATION IN FOOD INDUSTRY IN MALAYSIA

Abstract: This paper aims to provide explanations on issues and challenges faced by Malaysian food industry in Halal implementations. Halal food is no longer considered solely as a religious requirement for the Muslims, but also sought by non-Muslim community because of cleanliness, safety and hygiene issue. Food business practitioners faced various kinds of issues and challenges in order to implement the Halal concept in their daily operations. This conceptual paper will outline the issues and challenges from various perspectives; authority, awareness, consumer perception, cost, market competitiveness, and supply chain management to help business practitioners and others in the food industry to understand the current issues. Further studies are suggested to analyze the problems and figure out the solution for the current problems.

4. GENDER BASED LABOR ACTIVITY OF FARM HOUSEHOLDS: A CASE OF MARKET IMPERFECTIONS IN RURAL PAKISTAN

Abstract: This paper evaluates the labor supply of male and female on own-farm, agri-wage and non-farm activities in Pakistan Our analysis reveals that education, caste, village infrastructure appeared to be important determinants for labor supply of both male and female. We also estimated the existence of perfect markets by applying three tests of separability. All tests strongly rejected the separability hypothesis, indicating the dependence of production and consumption decisions of rural households in Pakistan.

5. IMPRECISE INPUT DATA AND VALUE AT RISK ESTIMATION

Abstract: During last decades the stochastic simulation approach, both via MC and QMC has been vastly applied and subsequently analyzed in almost all branches of science. Very nice applications can be found in areas that rely on modeling via stochastic processes, such as finance. However, since financial quantities -- opposed to natural processes -- depend on human activity, their modeling is often very challenging. Many scholars therefor suggest to specify some parts of financial models by means of fuzzy set theory. In this paper we formulate a fuzzystochastic model to be solved by Monte Carlo simulation. The application possibility is shown on the case of Value at Risk estimation of a single position, though it can be easily generalized to deal with more complex problem.

Abstract: In the past few years, Indonesia is the largest exporter of plywood, the binding constraint in this case that Indonesia exploits neither advantages of being large resources country nor its dynamics competitive supply chain and ability to adapt with perceived environmental uncertainty. This study investigates whether perceived environmental uncertainty within supply chain performance affect intregated domestic economy. Predictable variables can be part of basis to solve integrated domestic economy and that variables can be considered by plywood manufacturer in Indonesia to respond to environmental uncertainty and supply chain itself. 7. FUNDAMENTAL ANALYSIS VS TECHNICAL ANALYSIS IN THE EGYPTIAN STOCK EXCHANGE – EMPIRICAL STUDY

Abstract: This Study aims at attempting to answer the following question: Which of the Analysis Methods i.e. technical analysis or fundamental analysis has more credibility in forecasting the value (prices & returns) of the share?. To achieve this objective, the study used the Pooled Cross- Sectional and Time Series Analysis. In this paper, we have applied on an arbitration sample consisting of (37) nonfinancial companies listed in the Egyptian Financial Markets (The Egyptian Exchange EGX) and which represent the most active companies in EGX through the Period (1998 – 2009) i.e. yearly periods. 9. DYNAMIC REDEPLOYMENT COVERAGE LOCATION MODEL WITH TWO TYPES OF SERVERS

Abstract: Designing the emergency medical services systems (EMS) are important in human societies, principally in urban areas where incidents occur at a high rate due to high population density. As such, the EMS managers face the task of searching for ways to improve the performance of the systems to respond to the requirements of patients taking into consideration the budget imposed by the state. This paper proposes an extension of the Dynamic Redeployment Coverage Location (DRCL) model to locate ambulances that are offering two types of services, i.e., Advance Life Support (ALS) and Basic Life Support (BLS) for two types of incoming calls (critical and non-critical). Apart from providing coverage for the non-critical calls, the BLS acts as a “backup” for the ALS in providing coverage to critical calls. The objective is to minimize the number of ambulances while meeting a predetermined level of coverage required.

10. THE IMPACT OF COHABITATION AT DEMOCRACY SUSTAINABILITY IN MIXED ELECTORAL COUNTRIES COMPARATIVE STUDY BETWEEN LITHUANIA AND PALESTINE

Abstract: The authors have found a gap in studies regarding the relation between cohabitation and mixed electoral system in Lithuania and Palestine. Elgie & McMenamin (2011) has argued that cohabitation is less likely to occur when there are few or many parties in electoral system; against this statement, we argue that cohabitation is more likely to occur when electoral fractionalization is high. In the present study, by comparative method among three samples of mixed legislative elections, Lithuanian 1992, Lithuanian 1996 and Palestinian 2006, we find evidence about relation between electoral fractionalization and polarization toward big parties. That relation may explain the likelihood of cohabitations’ electoral conditions.

11. DEFINING A REALISTIC BALANCED SCORECARD - A BUILDING PROCESS TECHNIQUE

Abstract: This paper examines the connection between structural equation modeling and Balanced Scorecard in a Swiss non-profit organization. Using financial and nonfinancial data taken directly from the establishment, the paper puts forward a rational construction and analysis of Balanced Scorecard by choosing the right indicators for the right strategic perspectives. This choice is made by implementing a series of Partial Least Squares in the proposed model. In addition, the method determines the cause-and-effect chain defined by Kaplan and Norton as: the measures of organizational learning and growth will impact the measures of internal business processes which in turn will affect the measures of the customer perspective which, finally, will shape the financial measures. It will be observed that the Kaplan and Norton model of Balanced Scorecard is different from the findings in this paper, a case somehow too general to cope with today’s complex market environment. The primary objective for this study was to find out factors affecting artisanal firms in the payment of income taxes. 13. NMM-STONED: A NORMAL MIXTURE MODEL BASED STOCHASTIC SEMI-PARAMETRIC BENCHMARKING METHOD

Abstract: This paper presents a novel benchmarking tool, NMM-StoNED, which identifies the best practices closely located with each decision making unit (DMU) in the input-output space. Unlike the conventional techniques such as DEA where the success recepies of the benchmarks may not be transferable to all DMUs given their differences in, e.g., the operational scales, best practices identified by this method do not suffer from these problems and offer more practical values. NMM-StoNED is a specific configuration of the clustering and efficiency estimation algorithms in the benchmarking framework previously presented. This combination is able to cluster DMUs into less ambiguous groups and model the inefficiencies in a stochastic semi-nonparametric framework, which produces more accurate results than conventional benchmarking techniques such as DEA or other combinations such as the integration of K-means and StoNED.
